I asked the question if a catcher may block home plate.  I should have added in Little League or Babe Ruth Baseball?

From what I understand, no they are not able to block the plate. It's been a while since I played in those leagues, but I know in USSA you are not able to block the plate.

I know, overall, the rules in Little League are usually much stricter than Babe Ruth especially regarding base running. For example, in Little League, when on base, you can't take a lead but have to keep one foot on the bag until, I believe, the ball crosses home plate. So it wouldn't surprise me if official Little League rules would bar a catcher from blocking the plate.
